ECS Eclipse Employee Training is a comprehensive program to provide (and track) EPA mandated Underground Storage Tank (UST) owner and operator training. The two training programs, both of which satisfy federal mandates, are:
Underground Storage Tank (UST) Operator Training
When the Energy Policy Act of 2005 was signed into law, it placed a new requirement for operator training on the already overburdened shoulders of UST owners. Our UST Operator Training Programs meets the requirement of the new law to train the three different categories ( Class A, B and C) of operator from the Primary Operations Manager to the newest hourly employee.
Stage I/II Vapor Recovery Operator Training
In areas where Stage I/II Vapor Recovery is required, facility managers and operators are required to understand the purpose, operation and inspection requirements associated with the Stage I/II system. Our training module teaches the operator the system components, inspection methods and documentation procedures associated with Stage I/II Vapor Recovery Systems.
What is the significance of the Energy Act?
In August of 2005, President Bush signed into law the Energy Policy Act of 2005. A substantial part of that act is Subtitle B or the Underground Storage Tank Compliance Act. The act provides for funding of state compliance measures, state inspection of UST sites, “red tagging” of tanks that are not in compliance and a training requirement. The training must be directed at three separate levels of responsibility for the UST site and must address the high turnover rate of tank operators and other personnel.

Training is conducted at times and places convenient to the client. Our courses fit the students’ schedule and pace. On-line training is available 24 hours a day, 7 days a week.
Who needs to take this training?
If you own and operate any REGULATED UST system, your personnel who had direct responsibilities for implementing statutory and regulatory requirements for the UST system must take the training.
How are my employees training records stored?
The records of training are electronically archived in a comprehensive database and are available for retrieval through the internet any time. This satisfies traceability requirements. The client’s management has access privileges to ensure employee training is completed. The system will automatically notify management when this is done.
